Implementation strategies

The FFM Project was organized in three phases.  The first of these phases was Research and Analysis.  To facilitate this effort, the Project Leadership Committee (PLC) retained national consulting firm Siegelgale to coordinate quantitative and qualitative research to answer the key questions.
